Workshop-minga in Chaluayaco: collective drafting of the Resguardo's internal regulations

On 3 February 2022, at the Alto Alguacil settlement of the Inga Indigenous Reservation of Chaluayaco, in the ancestral territory of the Inga People in Villagarzón (Putumayo), the third workshop-minga de pensamiento of the project documenting the experiences of administering Indigenous justice was held, with the support of the Ministry of Justice and Law and the OEI. The session, which included the project's third harmonization ceremony and the delivery of booklets, brought together 60 people from the Reservation, 35 of them women, according to the attendance list. It had been preceded by the workshop-mingas of 14 January, at the ACIMVIP headquarters, and of 20 January 2022, in Chaluayaco.

The workshop was devoted to the collective drafting of the Reservation's internal regulations. Work was carried out in groups, each group captured its thinking on posters and, at the end, the groups presented and unified their work in a plenary session to consolidate a proposal. Discussions covered the foundations and principles of the Inga People; government and the exercise of Indigenous justice, the Law of Origin and the greater right; the structure of self-government; the functions of the Minga de Pensamiento and the board of directors; the forms of decision-making and elections; the management and defence of the ancestral territory; the administration of justice, offences and sanctions; relations with the State; and the amendment of the regulations.

The result of the process was the Regulations on Justice and Self-Government of the Inga People of Chaluayaco, built with the participation of the authorities, leaders and community on the basis of a baseline and consistently with the Reservation's Life Plan. The project's final report identifies its dissemination and implementation as the next step.
