Internal rules of the Cachiacu Andaki community, belonging to the Nukanchipa Alpa Amukunapa Wasi Inga Indigenous Reservation

The Cachiacu Andaki community, part of the Inga Indigenous Reservation of Nukanchipa Alpa Amukunapa Wasi and settled in the Simón Bolívar village, municipality of Villagarzón (Putumayo), adopted its internal regulations within the framework of the law of origin and the Suma Kaüsangapa mandate of the Inga People. The four-page document establishes that the highest authority in the territory of the settlement is the community, that its content was approved in a community assembly, and that it is presented as the first phase of the process of drafting the regulations, under the name «the pillar of the knowledge of the elders and the Iacha Sinchi». ACIMVIP's documentary archive records it with the date 1 September 2019.

The regulations set out the membership requirements: the family that identifies as Indigenous of the Inga People submits a membership request to the cabildo, a copy of the identity document and a certificate of residence if it comes from another community, lives in the municipality of Villagarzón, bears an Indigenous surname of the Inga People at least in the head of household, and has no disciplinary record. The traditional authorities review the request together with the traditional healer, and the general assembly decides; the admitted family serves a one-year probationary period. The regulations also govern the separation of family units, the situation of non-Indigenous partners of community members, who abide by the regulations and customs but do not hold cabildo positions, and child support and childcare in the event of separation.

With regard to territory and culture, each cabildo member must conserve the environment, flora, fauna and water resources, maintain a subsistence chagra and a medicinal chagra, and refrain from felling trees near rivers and springs or burning the forest. The regulations provide for respect for rituals (opening of sessions and refreshing of the staffs of authority), the use of traditional dress and the staff of authority at mingas de pensamiento and ceremonies, participation in the feast of forgiveness with traditional dress, feathers, rattle necklaces and the community's own instruments, eating products of the land, turning first to the traditional healer in case of illness, and attending the monthly spiritual ceremonies.

Self-government is renewed every year with a governor, a senior mayor, a junior mayor, a senior constable, two junior constables, the chaskis (guards), a treasurer and a secretary, elected by community vote. Indigenous justice, grounded in the 1991 Political Constitution, is the core of the regulations; its sanctions follow three principles: a warning, counsel with community work and, as a last resort, departure from the community.
