Statement 005 of the Andean-Amazonian Regional Strike Committee

On 1 June 2021 the Andean-Amazonian Regional Strike Committee issued public statement 005, which ACIMVIP published. In six points, the Committee announces that it adopts the de-escalation measures for the resistance points indicated at the national level: from 6:00 a.m. on 2 June it allows free movement intermittently every hour, as a sign of its political will for dialogue and pending the Government's signing of the pre-agreement with the national strike committee. It also asks that the agreements, commitments and guarantees signed on 23 May between the regional committee, the governor and the 12 mayors of the department to guarantee peaceful mobilization and protest (Article 37 of the Constitution) be upheld, under a non-aggression pact.

The statement refers to the events of 31 May 2021 in Costayaco, municipality of Villagarzón, where it states that the security forces attacked the minga participants, among them children, women, elderly people and Indigenous authorities, in the middle of a dialogue roundtable, leaving one person dead, three injured and 20 people with minor injuries, and holds the governor of Putumayo, the mayor of Villagarzón and the lieutenant colonel of the counter-narcotics base responsible for these events. It calls on the departmental and municipal authorities to send a document to the national bodies so that the National Dialogue Roundtable may be set up, warns that the minga will remain at the sites associated with oil production as long as there are no national dialogues, and declares itself in permanent minga in support of the National Strike, with its doors open to dialogue.
