Teachings of the Inga People of Chaluayaco, grounded in the Law of Origin, on their own justice and governance institutions
«Teachings of the Inga People of Chaluayaco from the Law of Origin on the institutions of Justice and Self-Government of the Indigenous Peoples of Colombia» is a 72-page booklet produced in 2022 with the Inga Indigenous Reservation of Chaluayaco, in Villagarzón (Putumayo). It is the product of the project documenting the experiences of administering Indigenous justice in the ancestral territory of the Inga People of Chaluayaco, carried out with the support of the Ministry of Justice and Law and the OEI, and its final version was delivered with the third disbursement of the agreement.
The booklet is a teaching material that incorporates the Indigenous approach and the principle of integrality that governs the institutions of self-government and Indigenous justice. It covers the National Constituent Assembly and the 1991 Political Constitution, ethnic and cultural diversity, the Special Indigenous Jurisdiction, the autonomy of territorial entities and Indigenous territorial entities, and presents the community's own authorities —traditional or spiritual, political-administrative and the Indigenous guard, and authorities with jurisdictional functions— together with the collective structures of self-government: the cabildos, the associations of cabildos and the AATI, the Indigenous Cabildos (Indigenous traditional authority), and the administration of the community's own systems such as SISPI, SEIP and the Special Indigenous Jurisdiction.
The final chapters address self-determination, self-government and Indigenous justice —drawing on ILO Convention 169, the United Nations Declaration, the Safeguard Plan of the Inga People and the Mandate of the Elders of ACIMVIP— and territorialities: the reservation, the question of lands or territory, and land-use planning schemes. The same project produced the Reservation's internal justice regulations, built with the authorities, leaders and community in mingas de pensamiento, along with a biosafety protocol, a baseline and a methodological document.
